But some of the members send card unrelated to it.

In this cases, you can use the low ratings of 1 or 2 stars with a friendly message explaining the UNESCO aspect. For one low rating in the last 10 exchanges, the sending limit is reduced to 2 and for two low ratings in the last 10 exchages, that member is blocked.

Especially lately I've noticed the same. All from very new users who don't seem to understand what this club is all about.
